When Evolto's brother, Killbus, appears in the New World to reclaim the Pandora Box and destroy the universe, Ryuga and Evolto form an alliance.
Tomoya leisurely sketches the Ultra Monsters in his sketchbook but an unknown forces suddenly radiated the book. Misuzu, Kenta and Chigusa discover several Spark Dolls, which were thought to be sent into outer space but somehow returned to Earth. Hikaru soon arrives, and soon the group are transported into a virtual room by Tomoya's Gunpad. The room itself has several Spark Dolls in its collection. Tomoya introduces them to the Livepad, a tablet which allows its user to use UltLive simulations by simply scanning the Spark Doll via the tip of its pointer pen. The group begins experimenting with the new technology.
The film follows the Safari Ressha who run the Galaxy Line, their conductor named Lady, and the Shadow Line member pursuing them.
Kouta is taken into a new version of Zawame, where soccer teams aim to win the All Rider Cup. The reward: The Golden Fruit. A strange man named Kougane starts sending locusts to other Armored Riders, consuming them, leaving their Lockseeds intact in order to revive his Golden Lockseed. Along with a strange youth named Lapis who seems to have a relation to the new world, will the Beat Riders be able to stop him?
The film begins with the Shinkengers defeating the Ayakashi Demebakuto. As he assumes his second life, he captures the Shinkengers in mirrors as he sends them into a series of different dimensions (all different film genres) in order make them suffer for his amusement before actually killing them. First, the Shinkengers appear in the jidaigeki Lord's log of Notable Events, fighting a group of samurai, shortly followed by a Western showdown between Genta and Ginshirō, the owner of the rival sushi stand Silver Zushi, over whose food is better in Wild Grip. Then the scene changes again to the cop drama Passionate Version with the vassals as cops while Takeru is being held hostage as the Shinkengers starts to realize that something is wrong.

Masato and Ayumi also appear in Kamen Rider World, linking the two movies. The narration was provided by Hironori Miyata, the narrator from Dairanger.
