Based on the Rupert Hughes novel, this film concerns the German atrocities committed in Belgium at the beginning of the Great War.
Marion Clark, a manicurist, is unimpressed by the wealthy but dissipated men who frequent her shop, preferring city editor Dick Strong, who lives in her boardinghouse. Dick's sister Gladys, however, is intrigued by the wilder side of life in New York and allows one of the boarders to take her to a lively party.
Japanese poet Akira living in Tokyo, loves American Ruth Vale, who was placed in the care of Akira's father when her missionary parents died. Ruth returns Akira's affections until she meets Edward, but the American proves an unfaithful husband. Three years later, Ruth is gravely ill while Edward amuses himself with his new lover, Adrienne Chester, but Akira comforts the dying woman with the promise that he will protect her little daughter Blossom.
Nellie's father is a judge, afflicted with a species of St. Vitus' dance. When he feels an attack coming on he takes a dose of medicine which always brings relief. One day he forgets the medicine, and feeling the attack coming on he sends Nellie home for the medicine. She jumps into her auto and drives like the wind, pursued by two bicycle cops. One of the cops is a rejected suitor, and he hopes to catch her and arrest her, for spite. The other cop is the accepted lover, and he rides to save her. Amusing situations are shown while the trio are riding at terrific speed. Nellie is arrested, but is released upon the plea of her sweetheart.
An Italian makes love to a girl and is repulsed. She favors another man, and the Italian uses drastic measures to rid himself of his rival. He finally becomes angered at the girl and kidnaps her. He ties her to a post and arranges an infernal machine, attached to a clock, which will shoot off a revolver at 12 o'clock. The weapon is pointed at the girl, who makes frantic efforts to escape as the hands creep toward the fatal hour.
