Sanam Teri Kasam is the story of Sunil and his search for his father who has gone somewhere when Sunil was just a child. He meets Reena Roy en-route who leads him to his father Kader Khan. Ravi and Tulsi fall in love with each other, Ravi offers them all possible protection if Tulsi and her brother help him with the investigation, to which Tulsi agrees. Before Ravi could take any steps he is arrested by the local Police Inspector Thakur and lodged in a cell. And the only way he can get out by revealing his identity - which can seriously jeopardize the entire investigation.

Havaldar Ratan is a rookie at the local police station, and is assigned duty on foot patrol on Manoranjan Street, a notorious red-light area, on the very first day of his job. He strikes up a conversation with a good-looking young woman named Nisha, and tells her that there is a possible violation of Suppression of Immoral Trafficking Act taking place on this street. He witnesses several women soliciting men, and decides to call in the paddy wagon, and get them arrested. Alas, one of the men frequenting the prostitutes is none other than Ratan's superior officer, who immediately summons Ratan, and has him removed from service on corruption charges. Nisha takes pity on a homeless and unemployed Ratan, and asks him to live with her. He does not want her to sell her body, and so he decides to work at night, and during the day he takes on the guise of a rich Nawab and spends time with her.

He has brought up his daughter, Shobha, with these same traditions, and he hopes to get her married in a good household. To his shock and dismay, Shobha is in love with Ramesh Saxena, an unemployed youth, who has no respect for tradition. Justice Roy is opposed to any alliance with Ramesh in any way whatsoever, until and unless Ramesh gets a suitable and respectable job, and learns to respect tradition. Ramesh does get a job with a textile mill, and gets a bonus payment, which is to be presented to him in an open ceremony, presided over by Justice Roy. When the bonus payment is being handed over to Ramesh, a woman comes forward and claims that Ramesh is her husband, who had abandoned her soon after their marriage.

A group of these men, and a woman named Soo Reni are captured and held for questioning. Vijay and Soo Reni fall in love, and Soo Reni decides to assist Vijay in his task. It is then she realizes that she has alienated herself from her very own people, who have now been issued orders to kill her on one hand, and is regarded with distrust and suspicion by the people on the Indian side on the other.
